Troop F – Maine State Police Weekly Report for August 9 – 15

Here is the latest weekly incident report from Troop F of the Maine State Police, headquartered in Houlton:

August 9 – Trooper Sucy responded to a report of a burglary at Bishop’s Market in Island Falls, unknown person(s) had gained entry to the store and had stolen merchandise to include cigarettes and some knives, from the store. Tr. Sucy conducted an investigation into the burglary and theft and developed leads on a suspect, a 13-year-old juvenile male. The juvenile was located on August 10 and after further investigation by Tr. Sucy, he was charged with the burglary and theft and the case will be forwarded to juvenile authorities for review. All the stolen merchandise was recovered.

August 10 – Tr. Luce and Det. Clark responded to a report of a two-vehicle crash on Rt. 163 in Mapleton. Haskell was traveling east on Rt 163 and drifted across the centerline, Stepnowski was traveling west and attempted to avoid Haskell but could not and the two vehicles struck head on. Stepnowski was trapped in his vehicle after the crash and had to be extricated by the Mapleton Fire Dept. Jaws of Life. Both Stepnowski and Haskell were transported to TAMC in Presque Isle for their injuries. Haskell’s vehicle, a 2005 Volvo station wagon and Stepnowski’s vehicle, a 2014 Dodge pickup were destroyed in the crash and were towed from the scene by Jerry’s Towing.

August 10 – Tr. Levesque responded to Caribou at the request of Caribou PD for a K9. Caribou PD had responded to a hit and run two vehicle accident where male driver of one of the cars ran off after accident. Male was known by PD and had outstanding warrants for his arrest. Tr. Levesque and K9 Vitz tracked from the scene but lost track in area of Albair Rd. and it appeared subject may have gotten a ride. Few hours later, Caribou PD called again that the male had just been seen on Albair Rd. and requested another track. Tr. Levesque and K9 Vitz responded again and after interviews discovered that the information was several hours old and most likely was where the suspect had been tracked to earlier. Witness reported male had come to his house and used phone to call for ride, confirming that he had been picked up earlier.

On August 9 – Tr. Sucy and Tr. Quint had received information from Millinocket PD that the subject was northbound and possibly carrying bath salts but they were unable to locate him that night. It is believed the male is still in the area hiding out.

August 12 – Tr. Hafford charged two men for Class B theft as a result of a previous investigation into the theft of approximately $45,000 worth of potatoes from a local grower/shipper. The suspects have been bagging potatoes in 50 pound bags and reselling them to local restaurants over the past 4 ½ years. The investigation is continuing and it is possible that the total theft will be much higher when the investigation is completed.  More details of potato theft here.

August 12 – Tr. Hafford charged a female in St. Agatha for forgery after investigation into a bad check complaint.

August 14 – Tr. Michaud had received several complaints from Presque Isle residents about an ATV that was operating on a public way at high rates of speed during all hours of the day and night. Trooper Michaud patrolled the area for an afternoon and located the ATV speeding down the roadway. The operator of the ATV was summoned for his speed and arrested for Operating After Suspension and Possession of Schedule W Drugs (Percocet).

August 14 – Tr. Darcy charged a male from Old Town with Operating after Suspension as the result of a traffic stop on I-95 in Bangor while on a detail.

August14 – FATAL Tr. Andrew Levesque responded to a two-vehicle crash on Rt 161 in Stockholm at the four way intersection of Rt 161 and the West Rd and Lake St. Lori Levesque was traveling southbound in a 2003 Toyota SUV with her passengers, Jessie Bouchard age 24 of Fort Kent, Justin Davis of Fort Kent and a 2 yr old child. Amanda Ouellette, age 19 of Fort Kent was traveling westbound on Lake St. in a 2001 Jeep SUV with her passenger, Alyssa Ouellette age 23 of Fort Kent.

As Amanda was approaching the intersection of Lake St. and Rt 161, she failed to notice the stop sign at the intersection of Lake St. and traveled through the stop sign and into Rt 161. At this same time, Levesque was traveling through the intersection on Rt 161 and as Amanda was going through the stop sign Amanda struck the driver’s side of Levesque’s vehicle. The impact caused Levesque’s vehicle to skid off the opposite side of the roadway into the ditch and rolling onto the passenger side. Levesque’s passenger, Jessie Bouchard, was ejected from the vehicle and died at the scene. Levesque and her passengers were all transported to Cary Medical Center for treatment of their injuries. Amanda and Alyssa were also transported to Cary Medical Center for treatment and later released. The investigation is ongoing with the accident being reconstructed by Tr. Aaron Turcotte. Assisting Tr. Levesque at the scene was Tr. Dennis Quint and Tr. Travis Luce.

August 14 – Tr. Sucy and Tr. Lilley responded to New Limerick for a report of a single vehicle crash and the male operator was possibly intoxicated. Upon arrival, the male and his female passenger had left the scene on foot, Tr. Sylvia and his K9 Merry responded for a track. Tr. Sylvia and Merry tracked the male from the pickup and during the track the male’s mother arrived and after questioning confirmed she had been called to come pick him up. The track ended without the male being found, appears he was picked up by someone on the roadway before Troopers could locate him. Tr. Sucy continues to attempt to locate him and his truck has been impounded.

August 15 – Tr. Darcy arrested a female from Patten on a warrant for failure to appear after locating her at the Houlton Regional Hospital.
