The organizer is Nit-Noi Ricker, says the response has been extreme and overwhelming.

Ricker told NBC Boston,

“A town in southern Maine did a Stephen King day back in May, and I was like, ‘Why isn’t Bangor -- i.e. Derry, Maine -- doing something to honor our most famous resident?’”  “So, I was like, ‘Well, when’s his birthday?’”

The bash will kick off at 2:00pm until 4:00pm on Cross Street. At 3:30pm, the entirety of Columbia Street will turn into a Pet Cemetery Pet Parade.

Nope, probably not, according to the article. He was invited by the organizer. He send a card to Stephen King inviting both him and his wife to his birthday bash and about a month later he saw Stephen King by chance in public.

He approached and invited King directly, King responded with via Ricker, “He said, quote, ‘We’re probably not gonna make it,’” Ricker said. “So that’s a probable no, but it’s not an actual no. So, at least when people ask me if I’ve invited him, I can say yes.”
